The KRV's 4040 Shared Power and Authority System is a pioneering governance model for Jamaica's development. It ensures equitable resource distribution by categorizing parishes into Class A and Class B based on economic and population factors, allocating 40% of the annual discretionary budget to each class. This guarantees a fair share for both developed and developing regions. The 4040 System extends its impact to ten departments, allocating funds with a balance between 5% and 15% for each, promoting comprehensive development. The essence of the 4040 System lies in decentralized decision-making, empowering stakeholders at the district and parish levels, such as educators and healthcare professionals, to determine the top three priorities for their departments.
